Born in Missouri in 1897, Dean came to Texas with his family when he was about five years old. In 1917, he enlisted in the U.S. Army and served in France with the 645th Aero Squadron (Supply), stationed in Colombey-les-Belles. After World War I ended, he married Nancy Ouida Harris in 1921 and worked as a Deputy U.S. Marshal in Muskogee, Oklahoma. He and Ouida divorced in 1927, and he married Myra Smith in 1929 in Paris, Lamar County, Texas.
He then worked for a time as a parking garage attendant and, when World War II broke out, was employed with the Post Engineers at Cox Field in Paris, Texas. By 1947, he was an advertising salesman and announcer for radio station KFTV. From 1963 until 1961, he was the Chief Deputy Sheriff of Lamar County, Texas. Subsequently, he worked as Night Auditor for the Holiday and Ramada inns in Paris.
Dean's civic involvements included membership in the VFW and the Masonic Lodge, and he volunteered for many years as Scoutmaster for the B.S.A.
