Victor Hecke was born on February 6, 1941 in Belleville, Illinois to Rudolph and Flora (Kirsch) Hecke. He served in the U.S. Army Reserves. He married Sharon K. Frazer on October 6, 1973. He was a lineman from Ameren-Illinois Power Company, with 39 years of service. He died on February 13, 2012 in Saint Louis, Missouri at the Siteman Cancer Center.
