He was an American historian, author and academic. The respected historian left behind a wealth of Black Hills history in notes, papers and his books, which also include like "Gold in the Black Hills" and "Black Hills Ghost Towns". Throughout his life Parker also served as an Emeritus Professor of University of Wisconsin–Oshkosh where he taught history. Passed away on January 9, 2013 in Rapid City at the age of 88.
